Thank you for asking the logical, sensible, rational, reasonable questions all....er...I mean some of us have.
No rational case can be made for this sudden out of the blue military flexing. This op is nonsense.
IF the claim was serious, our embedded domestic cartels (via Meh-hee-co and Chy-na) would have already been detected and well under siege
Let's also understand the psy-language: "Cartels" = Evil Bogeyman threat. Whether Iraq. Iran. Russia. The fabricated ME Islamic "militant" groups.
"Stopping the cartels' flow of drugs" is barely plausible and obviously very bad cover for "regime-change" and an excuse to spill blood and "break things". Oh. And to distract and misdirect us from other unresolved domestic messes.
Whether "Drug" cartels, Oil cartels, "Pro-National" or Free-Speech cartels /groups, the O-Lords need to quash independent sovereigns like bugs as an example. In other words, if there's going to be any "cartel" THEY will co-opt , control and be it. THAT is their default "goal" of everything.

Corporate Big (Rockefeller) Oil considers itself own sovereign, a lever of sock-puppet control since the early 1900s. "Venezuela" (or any resource-rich nation) and their duly elected officials are just in the way.
You mostly answered your own question, but never also underestimate the overlords' hate of the serfs and compulsion for spilling blood as a ritual sacrifice to their god.

The real positive to me as I’ve thought about Venezuela recently is that toppling that government sets back China’s plans to increase its influence in the western hemisphere. China has announced that causing the US to defend its interests in the west is part of its plan to take over Taiwan. Venezuela’s largest oil buyer is China. Moving Venezuela into the US orbit hurts china.
