It was either incompetence on the part of the Russian high command or an inability to do that for lack of precision guided weapons. The Russian general staff had no doubt studied how the United States and her allies overran Iraq in the 1990-91 Persian Gulf War. They started by launching precision/air strikes against Iraqi radar sites to blind them to the incoming shock and awe our naval and air forces were about to unleash, then hit their SAM sites, and then went for their power grid. The Iraqi high command was powerless to initiate effective command and control within a matter of minutes.
