The problem wasn't that states dragged their heels in appointing Senators, it's that there were no repercussions for their dragging their heels.
The 17 Amendment needs to be repealed and replaced with an Amendment mandating that:
-Anyone being considered for nomination to the Senate has to a current state resident, a current registered voter and to have been both for the entirety of the previous 10 years,
-If the legislature has not elected a candidate in 3 months, the authority to do so falls to the state's Governor,
-If the state's Governor does not appoint a Senator within 2 weeks, the authority to do so falls to the ice-President as that position is also the President of the Senate. ***(edited with an better idea provided by Remy)***
That would end the foot-dragging issue which caused the 17th to happen in the first place AND keep the carpet-bagging to a minimum.

I like the primary process much better than political favoritism from governors and other politicians.
You are correct that the senate is for the states. The same way that the governor is for the state.
You can't say that popular votes for governor are for the states and abuse a senate election in the next sentence.

The Senate was intended to represent the individual state legislatures and serve at the pleasure of that legislature. Too many state's deadlocked on selecting their senators so they passed the 17th Amendment to make it a popular vote. Big mistake.

Not necessarily true.
Take Georgia for example. Based on the makeup of the state legislature, no way Ossoff or Warnock get sent to Washington.
State legislatures selecting senators gets the big out of state money and PAC money out of that part of elections so the senators aren't beholden to anyone but the state house. You also make people pay more attention to local elections. If you live in a state with a nearly 50/50 state legislature, your vote for your local representative can have much bigger reverberations if it also helps decide your senators.

I know it's a matter of semantics, but why not the Vice President since that position is considered the President of the Senate.

I have no problem with we the people voting for their Senators, the process is fine. It's the results that suck and that can only be blamed on we the people.
Even if we went back to allowing the state Legislatures to choose, we'd still have the same results.
The only hope of changing this is entirely burning down the Department of Education and teaching the younger generations the truth about what America is. Outside of that, we're just placing speed bumps to the inevitable.

Elect the one that raises the most money, then leave em in office till they are dead or incoherent. The same way we do now
