The possible motive of over-charging can’t be overstated.

This is Keith Ellison we are talking about.

It is almost like you forgot you wrote the bold words right above. They are absolutely the justification for Chauvin employing the tactics he was trained to utilize in the exact situation he found himself in. Chauvin did exactly what numerous police departments across the country do when trying to restrain someone who has become violently combative to ensure the safety of police officers.
