The problem is once the first ship got hit the Insurance companies covering the ships said they won’t pay out if a ship is hit trying to pass the Strait. That’s the real problem.

If they manage to sink two or three large ships in a short window of time chaos will erupt in the stock markets, etc.

In short, it is alot like trying to thwart a terrorist attack in the US. We have to be effective 100% of the time. Their efforts are focused on merely trying to succeed once out of many attempts.
