I don't think it was the government's plan, but I think the hubris and incompetence of our agencies allowed the terrorists to pull it off.

The knee-jerk reaction has been an overcompensation. It's an admission of guilt by our government without saying it. They knew who those people were. They had tried blowing up the WTC years before. It's not like we didn't know there were people out there planning to attack. We just didn't take the threats as seriously as we should have.

Sadly, our government now will go after low-hanging fruit and in the absence of threat - fabricate threats in order to appear to be vigilant.
