In this day and age the 2 year cycle is horrible. They spend about 6 months "working" and the rest is fundraising for the next election.

I don't think people understand this.
Congressmen, until they're in the rarefied atmosphere (to quote Layer Cake), spend most of their time fundraising (for themselves and the party).
