How did it come to pass that a president can invoke executive orders?

I never really paid much attention to EOs until the Obama years, but I don’t remember Clinton or the Bushes using them much.

How did this executive overreach come about?

It may be a chicken or the egg question, but I would say, when Congress stopped actually operating as a legislative body.

The day one was issued and Congress didn’t challenge it. Checks and balances began to die.

Biden and Obama mostly did them out of laziness.

Both controlled both houses of congress.

Clinton, Bush, and Obama all used Executive orders extensively. Bush has the most, though quantity doesn't really mean much. Obama's were likely the most impactful to policy.

Trump used almost as many in 4 years as his three predecessors did in their 8, but many of Trump's EOs weakened the executive branch and took powers away.

Congress passes laws.
Executive enforces them.

EOs were supposed to be directives to agencies regarding enforcement.

Do you know what they even are? The president doesn't control everything. He only controls the executive branch. Go do some research on the limitations ON EOs.

Absolutely this.

Congress abrogated its responsibility to legislate starting about 100 years ago. It's more easy to get reelected if you can off-load your controversial and painful legislative imperatives to a non-elected body like an Executive Agency.

So, that's what they did. Now, instead of Congress passing statutes, we have Executive Agencies promulgating Federal Regulations that have the force of law.

The die is cast and the Rubicon is crossed. If we as a society just begin now to notice a process that began 100 years ago, it's probably to late to do something about it now.

IMHO, it's too late now. The Executive will gather more and more power as the decades roll by.

Congress hasn't challenged EOs because Congress doesn't like taking positions on things. Two examples off the top of my head:

War is supposed to be declared by Congress. War in Vietnam was very controversial especially after the Korean war. Congress doesn't like controversy so the Vietnam war was never declared by Congress.

Abortion is legal throughout most of the developed world. In every country it is a legislative act. Not in the U.S. Too controversial for Congress. So, they used a Judicial act and live in constant fear that it might be overturned and swing back to Congressional vote.
