If even 25% of registered voters got off the couch for the primaries, we could elect candidates who would reflect the will of the people. Because if they didn't, they'd only get one term. And they would know it.
With 90% of the voters not bothering to participate in that phase of the cycle, they know they're safe as kittens.
It would be easy to change this.

The federal government is beyond saving. I think there are still a lot of good people at the state/local level.
