The “homelessness industry” critique is fair, but the needle theory is the weak part. Clean needles don’t magically create homelessness. The real problem is that too many programs are funded by activity instead of outcomes.
Show me who gets paid when someone gets housed, sober, working, and stable, then show me who gets paid when the same person stays broken for ten more years. That’s where the money trail gets interesting.

I'm not arguing, I do agree. But it needs to pointed out that is a bigger problem than just that.
Let's also add in astronomical rental pricing and outrageous policies just to rent a place.
Case in point. One place I looked at wanted TRIPLE income on a $800 apartment that they wanted to charge 1200 for. In the Midwest, in a (previously) low cost of living state.
If I could afford 3600 a month for rent, why the hell would I even rent?
I do admit and agree that a decent sized percentage of the homelessness is self inflicted. Been there and seen it with my own eyes. But the problems of not being able to get into places isn't just in CA and NY anymore.

I don't necessarily disagree and I live in a State where the law allows mental health treatment to include the compulsory use of pharmacological agents via a Court order - while as an inpatient. Once determined to be well enough to return to society at large that abridgement ceases....and the cycle repeats!

Mmm hmmm.
Or vouchers for the hotels that are nearly full to capacity with them.
Another thing keeping some of our folks on the streets here in KC is that they can't get work that would let them afford monthly rent.
Can't get in. The service providers (temp agencies) have filled all the positions with illegals.

They are mentally ill, don't want to pay child support, drug addicts. They are not homeless because they are down on their luck.

I'm beginning to believe this. In a town where I live we had a guy at my church get in trouble with the law for helping out the homeless at the local city maintained tent city. Strangely, the judge threw out the charges. Seems he was stepping on the toes of the local agencies that have contracts to help out the homeless at this one homeless camp. He got into trouble after he had a blanket drive for them. We donated over 150 blankets. From what I hear there are only two churches that are allowed to help out this one homeless camp.

The problem is most programs don't differentiate between those truly in need to help getting back on their feet... and the addicts who abuse resources in an effort to get their next fix. Knew one homeless addict who was getting around $200 a month in ebt, this fricker would trade his food stamps for half price...and then use that $100 to buy drugs. My taxpayer money was basically funding this fricker's meth addiction.
