LBJ, FDR, Wilson, and Buchanan come to mind.

There is a very strong argument for Wilson and FDR, depending on your political proclivities.
Wilson set the framework for all the terrible shite we see now. Income tax, central banking, international involvement, and lots of corporate-government interplay for the purpose of war.

2 wars- Weapons of mass destruction!!
never fighting back against the media- above the fight
didn’t secure southern border
doubled the deficit
massively expanded govt- PATRIOT ACT!
and had an economic collapse 7 years into his term essentially destroying the possibility of an R being able to win after him.
In hindsight, he was a liberal prez who all but cleared the path for BHO to win. And then he went silent as obama destroyed everything in his path. He didn’t want to get into it... until trump was elected, then that snake found his tongue and decided to speak up.
