This is obviously the real intent of money grab, but you’d think that the politicians that are screaming about DOGE would be smart enough to issue a response showing some concern over what the money was intended to be used for.

The way federal government agency budgeting works is there are a number of different budget categories. Every budget year some funding is devoted to specific Budget Object Codes (BOCs) and cannot be reprogrammed, while other funds in different BOCs can be reprogrammed.
Agency heads have a role in approving every single expenditure, though many delegate it to subordinates. But the agency heads still has pecuniary liability for that expense paid.
Some of these BOCs have very broad definitions of what the funds can be used for. Most of these can have additional agency funds reprogrammed into it, but often not out of it. These funds with broad definitions are likely where a great deal of waste and abuse comes from. I would wager that is where the Sesame Street and sexual reassignment funding is being used - under a broad category called something like foreign aid cultural development.
Congressional aides simply look at historical spending, make inflationary adjustments and will respond to efforts to increase funding or possibly even reduce it if a pet project in a different agency means they have to take it from somewhere.
