Most of the U.S. government IT departments are being supported by H1Bs.

by law, companies are required to recruit Americans before hiring H1b visas. In addition, they are required to pay the prevailing wage (aka no undercutting native workers). do some companies violate the law? sure, but they are prosecuted. if the law is enforced, that does not become a problem.
there have been studies on whether these visas have affects on native employment. the conclusion is that these are supplemental - it does not negatively effect native employment. In fact, there are signs of native employment growth due to the innovation caused by these workers.
I’d love to not need H1b visas at all. But unfortunately we’re not there as a country yet. Once again, I urge people to look at the facts instead of making baseless claims about a topic they don’t know about.

You quite simply have no idea what the frick you are talking about. Outsourcing is the H1B program. HCL, Infosys, Wipro, Cognizant, TCS, and others absolutely rely on H1Bs to provide outsourced labor that they somehow usually pay the same rate to (64k a year) to replace six figure US citizens.
And AI isn't the reason behind most layoffs in tech, it's just that it needs to be mentioned in press releases to keep the board of directors happy.

Yep, my previous employer. I took the lump sum and said FU if you think i'm coming back in as a contractor on hourly wage....some did because they couldn't accept they had been in that job for 5-10 and wouldn't find anything else, more were afraid of change!!

Ask anyone who worked in the tech industry. Slow trickle started in late 90s, then the flood gates opened in the 2010s.
At least i could make a bunch of cash during the dotcom boom. If i had entered tech in the 2010s i would be even more pissed right now.

Yep, and those manufacturers either retooled and sold vacuum cleaners ie Hoover) or cashed out. I don’t think anyone on this thread is asking they receive a too big to fail bail out
As for the relevant comparison, their employees could also find work with transferable skills. They did not have to compete with an immigrant work force. If H1Bs with today’s relocation ability, they would have likely been without jobs
I don’t understand all the cliches about AI though. If AI reduces demand for those jobs then it’s even more reason to eliminate or reform the H1B program. We should certainly be able to fill the supply with Us citizens if demand is decreasing. H1B was meant for the Enrico Fermi’s of the world, not for clerks that just have some tech skills

Are you a hiring manager? I am and in the past 5-6 years HR doesn’t do anything they’re “supposed to do”. When a figurative stack of resumes comes to me for review, and it’s all black people, it tells you they aren’t recruiting across the entire population. They’re recruiting based on personal bias and likely threats from state or local govt to embrace DEI or pay the price.
So when you say “corporations are SUPPOSED to recruit Americans before H1Bs”, it’s meaningless
