Vaccines are now like election fraud - they are humping vaccinations so much, with so little science behind their recommendations/coercion, that I'm starting to wonder if the conspiracy nuts will be proven right (again).

Based on context, I'm pretty sure Cuomo is threatening people's grandmothers if they don't get the vaccine.

Cuomo is tone deaf,of course, given his sorry record. but there’s some truth there. A non vaccinated person is more likely to be infected and the vaccines are not 100% effective. Thus, grandma faces an additional risk even if vaccinated. This is really just math.
