This isn't entirely true.
Yes, some of it did happen as you said.
But there were also cases where ballots were mailed to people's previous addresses, and the current person living at that address took advantage of it.
There were cases of where ballots never reached the address, and were filled out and returned by postal workers
There were cases where elderly voters never saw their ballots, in retirement homes.
There were cases where organized crime were coercing locals on how to fill out their mail in ballots (Ilhan Omar was doing this).
There were dead people who were not removed from rosters, who returned mail in ballots.

The problem is so much bigger, my friend.
