Interesting. Absent some special procedural exception like reconcillation and a couple other things, the Senate rules simply apply as normal.
As far as I am aware, the SAVE act is ordinary legislation.

Advancing the bill does not mean they will go through with the talking filibuster which would allow the SAVE Act to pass with just 50 votes.

Ever noticed on the major bills that there is always just enough republicans cross over to join the democrats but it's never in the other direction.
