Obamacare was passed via reconciliation; those bills can't be filibustered. That's why there was the big issue of the individual mandate penalty being a "tax" because it allowed it to be considered a revenue bill.

Wrong. If you think people that are against it will always vote against it you don't understand how congress works.
For example, Collins voted yes. Was she allowed to vote yes, so that she could tell her constituents that she voted yes, while knowing it would not make it out of the house?
After the house votes, if it fails by one or two votes, how may of the yes votes voted yes because they were voting that way knowing it would fail anyway?
And if they can't stop something from passing by even a single vote, a bunch of them will often vote for it just to fool people even though they would have stopped it if they could.

I don't even know if it's a matter of a poison pill scenario. They can vote to advance knowing they're not going through get to 60 in the current landscape.

Trump feels it is necessary to save his final 2 years.
But the issue many Republicans have with the bill is that it serves to curtail voter registrations and removes mail in ballots.
This is not viewed as a positive for the states that have a significant amount of rural communities. It could hurt the GOP there. So they don’t support it.

That is an excuse to hide true motives. There is nothing close to widespread anti-Save Act sentiment in rural America. In fact, it is the opposite.

There were 60 dems in the Senate. It was a filibuster proof majority thanks to Al Franken's stolen MN election.

The House doesn't have the filibuster/cloture. It's a simple majority rule. It is still very unlikely that this ever passes unfortunately. The motion to proceed isn't really a victory, it's a clear sign that we will never get to 60.
The house passed their version and sent it to the Senate. My understanding is that it would only require 51 votes in the Senate following the standing filibuster. (For the house version)

Where is this coming from? The filibuster/debate rules still apply even when the Senate accepts the House version of a bill.
