That was a technical error that investigations found not to be fraudulent.

I don't believe the rules state the votes become null/invalid, either.

There are 806,000 registered voters in the county. These in question were in case the machines broke down.

Well considering a good portion would be mail in and the fact 65% would actually vote overall, why on earth would you need a million ballots?

Were they all recovered....blank?

nothing to see here right? They ordered 10X what they needed. 200k more than the total number of registered voters in the entire county. Totally normal.

This is a response without a rationale.
The law requires spare paper ballots in an amount at least 10% of the number of county voters. So, if I understand your post, that would be the rationale for ~100K (87K I think).
