More I think about it I am wondering if this wasn't a let's see who flinches & moves as it was very strange for this unverified Twitter vid to spread and Tucker/FOX plays it on air where he just so happened to be interviewing the Governor.

Is it possible to fill the ballon with gas and a deadly virus. Float it over your enemy, they shoot it down and the population in the wind path gets f’d up.
