The numbers aren't randomly assigned. Historically, the first 3 digits are the regional code assigned to the geographic area where you were born. It's further broken down into smaller zones/groups within the state.
Good bill collectors know this info, helps to track down deadbeats as they tend to go back to their origins a lot and can give insight into their mindset. (West Coast vs Deep South)
Hospitals usually get their own: My grandmother, mother, aunt, and 2 sisters all had the same 1st 3 digits, born at the same place.

Things do change, been 30 years since I was a big time collector. Used to average over$3.5million/month in credit card debt collected alone using an auto dialer.
Bosses wondered how I was doing it as I only actually worked calling out in the morning. Afternoon was for the background work that made the am so profitable. Calling relatives, neighbors, etc..
