The legit motivation is actual counterintelligence work, ie US Person is giving foreign agent classified info and you need to reveal the identity of the spy.
It can certainly be used for illegitimate reasons, but there are supposed to be safeguards built in to prevent this.

Even maintaining a list of officials who requested the unmasking is a sort of safeguard. They can now be publicly outed and will have to answer for their actions.
But I agree with you that the entire FISA system is too heavily weighted towards the government and “its better to ask for forgiveness than permission”

I think there's a decent chance this was a key subject that came up during Mike Rogers announced trip to Trump Tower way back when. He was supposed to be the approver in situations like this, but it didn't seem to work that way

It sounds like they were doing "ask queries" on him, not just unmasking.

They were never spying on foreigners. They were using the foreign surveillance system to spy on Trump associates. Hence the unmasking, the NSA database queries, "russia" angle, etc...

Barr said he wouldn't start any "proceedings" against a presidential candidate that can be perceived as political. So it's a judgement call based on the offense of the presidential candidate. Murder? Sure he would pursue it. A technicality? Would likely hold off. The prosecutor has to weight the political environment and jury pool to make a decision to proceed in every case. He also specifically said that does not rule out anyone associated with a campaign or former campaign.

On December 15th Trump tweeted the following:
"If Russia, or some other entity, was hacking, why did the White House wait so long to act? Why did they only complain after Hillary lost?"
Looks like these corrupt Obama folks were already in the process of trying to take Flynn down with coordinated attacks about his lack of fitness for the job. It just appears they needed a bit more to get the job done.

"If Russia, or some other entity, was hacking, why did the White House wait so long to act? Why did they only complain after Hillary lost?"
Looks like these corrupt Obama folks were already in the process of trying to take Flynn down with coordinated attacks about his lack of fitness for the job. It just appears they needed a bit more to get the job done.

Per Admiral Rogers, an unmasking request sent to the NSA has to be considered by a person with authority to do the unmasking. (There are 20 who can do it, including Rogers.) The request has to be in writing, and has to set forth the reason for the request. There are 3 criteria. 1. They need the info in the capacity of their official job function; 2. There must be a legitimate need for the info; 3. They need the info to better understand the intelligence.
Here, unmasking requests were sent. Would be interesting to see the written requests, and the purported "need" for the unmasking. If NSA doing their job, they'd only provide the name if the request met their "guidelines". Thus, if the requests were bogus, the NSA unmasker must have been asleep at the wheel. (The criteria is what Admiral Rogers discussed in his testimony.) For the life of me, what "reason" would Joe Biden put in an unmasking request, and how would that be a legitimate request based on his official job function?

i've been watching designated survivor and it really makes me think the obama administration is frickED there is really no way to fully hide a paper trail or electronic footprint.
