I will tell you right now, that if this "CEO" sent it to all of his customers then he is a monumental idiot.
I work in a very large corporation, we do work for companies across the US and globe. If we were to send an email like that to all of our customers without permission from each company, at the very least we'd be fired from every single one, and I'm sure we'd get hit with a lawsuit or two.
We don't use Expensify but we use a similar tool for expense reporting, If that had come into our company, everyone would be pissed.
