It's not as if anyone could reasonably think that no tax on tips or overtime is going to start a domino effect that will end up leading to no income tax on anyone (if that were the case, why not just make the bill abolish all income tax from the get?), so the question still remains.
The real answer is that it is an obvious populist vote-buy.
Don't believe me?
Start a thread proposing no tax on the incomes of women's professional athletes. Or people with master's degrees in certain fields, like social work.
See how many people here would (rightly) lose their minds over the idea. Just like they (rightly) lost their minds over the bill proposed in Alabama last week or so to exempt NIL athletes from state income taxes.
All of a sudden the rationalization of, "Nobody should be paying income tax anyways, so any tax they do away with is good" went right out the window, just like it would if you proposed some other group that the rightist populists wouldn't feel sympathetic toward.
Populists are all about government picking winners and losers, as long as the winners are on "their team."
Conservatives are about equal treatment and the government getting out of everybody's way instead of just a select group.
EDIT: None of that is why Democrats voted against the bill, by the way, nor is anything above meant to state or imply such.
Those are the reasons that conservatives are not in favor if such a bill.
The Democrats have their own reasons. Probably starting with the fact that they didn't think of it first.

Probably no tax on social security checks too. I think Trump said he wanted that in there. Not sure if it made it in.

neither of those were actually in this bill. so they didn't vote for or against it. what was in the bill though was 800 million dollars cut from Medicaid and tax breaks for the wealthy and corporations.

Take two people making $20 an hour, one’s a waiter so their wage is primarily coming from tips (and now the restaurant isn’t paying their fair share of payroll taxes). Why should the waiter have essentially no tax bill, while the other in a non service field job have a large tax bill when they both work just as much?
Seems like a handout, for both the restaurant and the waiter. Again, I thought we don’t like those here.

Also, the no tax on overtime could be done like this. No taxes on the employee portion of taxes, but the employer still pays the portion of income tax due on those wages. Also, just because income taxes are not collected doesn’t mean social security and Medicare taxes are not withheld. So the government still gets some cheddar.
Now which company will be the first to test the no tax on overtime by paying their CEO minimum wage 40 hours a week, but pay the CEO 20 million a year in overtime pay.
Could be a loophole that could be exploited.
