Where are you getting anything about consent? There is nothing in what she said that indicates the government will force anybody to do anything.
If you want it boiled down to simple terms what she is saying is "We need to be more like the USA. The USA is killing us in capital investment while our citizens have little alternative but to keep savings in low interest bank accounts. And our banks themselves are hamstrung in being able to maximally invest in European capital projects and securities.

Does that mean riskier?
What if a person doesn’t want the government to put his funds into “more effective investments,” as defined by them, does he have the right to keep his investments in a low yield savings account?
Should he have that right?
