I understand it to be several initiatives. On one hand, it’s facilitating securitization of bank loans, freeing up capital for more bank loans. On the other hand, it’s facilitating access to those securitized assets by non-institutional investors (hence the savings account criticisms) by creating new investment accounts.
I’m sure there are legitimate criticisms to the proposals (the 2008 crisis has been brought up).

Europe needs to get its citizens investing more (the 401k/IRA U.S. system analogue). Although it is not just about retirement , it is about investing in European capital markets in general. Also - get banks investing more as well. Finally - revive the European securitization market - another nod towards the U.S. system. They don;t want banks holding loans and not doing anythign with them till they re paid off. Package them up into securities and sell them allowing the banks to make even more loans thereby giving the economy a nice boost.
There is nothing weird about this. It should be viewed as a positive. european needs to change, an this is a big step in a positive direction for that change. Except - as has been noted, they have been coming up with proposals like this for decades and it never seems to stick.
