She gave away as much money as she has for the betterment of business. She should have already done it as a good gesture.

Not shocking, this isn't as bad as the OP's post makes it
What I hear her saying is that Europe needs a robust 401k/IRA style system. There is too much money sitting in low interest savings accounts and governments need to create vehicles that are attractive to savers. These will be regulated, presumably like our ERISA-qualified regulatory framework.

Its none of this unelected POSs business what EU citizens do with their savings.

Wow.. they're really just blatantly going ahead with it arent they.
They must feel like they've gotten enough control of the population to openly say this.
The citizens of the EU really need to violently revolt soon

While I don't really agree, this isn't about taking savings for public uses. It's about basically creating a better ROI than savings by securitizing them to invest in private businesses to increase returns.
You sir are a closet collectivist if you don't adamantly oppose this.
Can they opt out if they don't want to have the government directing the type of accounts they can hold?

In Brussels they are counting on redirecting the private savings of Europeans toward patching holes in their own economy. The head of the European Commission, Ursula von der Leyen, publicly called the bank deposits of EU residents “lazy.” But the commission found an interesting proposal to put the people’s accumulations at risk.
Ursula von der Leyen, President of the European Commission:
“In Europe there are savings. Unfortunately, these savings are idle. €10 trillion of household savings at present remain on bank deposits. And a significant part of European savings is invested outside our continent. Europe must now make these savings work for the good of its business. We have put forward proposals on securitization, investments of banks and insurance companies, and also on the integration of our markets and their supervision. Together they can unlock up to €470 billion of additional investments.”
It doesnt change what OP said but just provides more detail you silly billy

Correct, but framing it like this won't engage the emotional centers of a certain demographic on here.

So taking people's savings accounts and giving them to companies. This sounds like some of that fascism the left is always bitching about. Except, for real.

I don't think the ownership will change.
The underlying type of the asset class will change, though.

"Giving them to companies"?
Is that how you see your investments? Just giving money to companies?

They’re not forcing people to make any investments. Good lord.
