The reason there has been a delay in releasing it all is that they are trying to protect the victims that were also on the plane.. as all of those names are also listed.
Idk man. I'm not in charge. It isn't about the narrative.. but you have to realize that MSM would twist and turn every word of every document to absolutely fit the narrative that they are trying to sell..
Doing it this way at least prevents them from doing that..
