My take,
Elon knows they make money based on how many tweets happen. He also knows a good percentage are bots.
He knows if he kills the bots that will reduce revenue. To stem that he will have blue checks pay.
This does several things.
Gets rid of bots
Offsets loss of ad revenue
Gets rid of some radical blue checks
Monetizes larger blue checks who will bring him new ad customers
He is looking at finances and is on the right path. Will also equalize those on both sides of political divide.

I'd say it isn't.
If I had to guess, I'd guess it's to water down the current verified list, bc verified accounts have been passed out to push narratives and sold by Twitter employees.
The backlash of taking away all verified accounts would be rough, so the only other option is to make it a worthless check and add something new later.
