As a government employee, yes, absolutely it's bs, and effectively theft.

Sorry for all you "think job" people who believe everyone should just be paid to have family fund on while you move your mouse to get credit for "working"

There are some people who have absolutely no business working from the office on an everyday basis

Mainly IT/database folks

Plus I know there are some offices that house one employee who is the only person working in that division at that office (others work at the same office but are different divisions).

I'm sure the government workers "get all their work done" too.

The question is whether you'd be able to do more work if you weren't screwing around half the day.

What your private sector employer wants to do is his or her business.

But I'm paying these people with my tax dollars.

No one explains that.

I get that your contention is that there is no advantage for them doing it from the office, but so what? If you can do the work from home, you can do it from the office.

So why not just do it from the office?

(We all know why.)
