Your conclusion does not fit the description. What you described are various agencies issuing credits with no debits. They spent the "money" with no allocation. In other words they wrote "bad" checks then just wrote in a balance to cover them.
It would mean our deficit is far greater than the treasury has "accounted for" not money accumulated.

Need some evidence we have computers that just Send payments without any checks of balances? Try looking at the deficit and debt numbers. It’s a little anecdotal, but it’s a start.
