He has the same authority that any other White House advisor has, that which the president grants to him.

Some of them don't. Some of them are in different parts of the country from where their offices are located, and they've been remote for the entirety of their time in the position. Even they were given the blanket "return to office" order, even though they have no office to return to.

Good, because that's not what he's doing. He is referencing an Executive Order.

He is reminding people that they have been ordered, by their final boss, to take a certain action. And if they do not comply, then their final boss, Donald Trump, will escalate the situation.

That is beyond stupid. Everyone had an office to report to somewhere. They may not have a cubicle or desk space, but they can show up. My sister was WFH before covid. The VA in Murfreesboro doesn't have enough office space for everyone that is WFH. Guess what? They are still showed up today like adults with jobs. They will most likely be sent back to WFH or the VA will acquire more office space.

Some offices may have reduced the space such that people "hot-desked". Joe would be in on Mon/Tues and Lara on Wed/Thurs.

Not enough infrastructure (desks/bandwidth/parking) capacity for all employees in office simultaneously.

I have seen that in some organizations....

No, but it is true. You don't have to respond to them or even read them really if you don't want to. Same in the civilian world. There could be consequences as different places but within government things are different and there's not a damn thing Elon can do about it immediately. Just the way it is.
