There are at least 3 different lawyers (of varying political ideologies) who all had the same reaction, FWIW.
I think Bondi used the word intentionally for the exact reasons we saw in this thread (Brawndo Boys™ thinking Trump was getting vengeance via criminal actions).
It's politics under populism. It's all bread and circuses.

It's not a hard rule that it can only be used for crimes. The speaker is free to take license and apply it how they wish. But I agree that it is more commonly associated with crimes.
But hey, if she wants to elevate the mood of supporters she can do that too.
