Nadler wants it in the hands of countless random Congressional staffers so they can leak it anonymously to the press. If the doj knows who read it in the secure room and the info leaks that's no good for the dems

Getting the unredacted report is not the goal. The goal is getting somebody from the opposition to refuse any single demand, so that can be used as the basis for further BS.
Example: Barr refusing to appear before the House.
