A) they were very plainly and obviously waiting on her and did not consider her a threat by the non-aggressive approach.
B) each and everyone of them unzipped their jacket and pulled out a badge.
This was an arrest. I bet if the author dug a little bit more deeper they would know by whom.
If she was detained for espionage or terrorist activities. It'll be a while before you can find out where detained while they try to flip her.
ETA: I'd guess direct DHS agents. FBI likes a show, even counter intel, and there would have been lots of yelling, full kit, multiple vehicles approaching at high speed, etc.

I love the 'journalism', throwing in words like 'swarmed', 'grabbed', 'screamed', 'on the way to breakfast' to make her sound like a 'victim'.
