I just listened to the entire thing, at no point does he mention amnesty (nor anything close to it). The "immigration reform" he talked about was for legal immigration. A key moment comes around 2:20:

Certainly need to "reform" that 1965 immigration act that opened the flood gates with lotteries and foolish quotas instead of a strict merit system for legal immigration.
