I get that, but I guess what I'm missing is - how is it that media outlets are ahead of the GA Dept of Public Health website? How is, for example, the NYT showing deaths that dph.georgia.gov is not showing? Shouldn't that website be their source?
ETA: after looking into it more, apparently the media outlets are citing dph.georgia.gov as their source. But they are not using the figures from that graph. I believe what they're doing is calculating the difference from one day to the next in the totals found here:

Note the ** qualifier. I'm not sure all 767 cases were new in GA yesterday. Some might have tested positive weeks ago and are just now sending those in to DPH. Is that how you see it?

Trump made a huge mistake by listening to that short fricker. Economy should have never been shutdown in areas that were not hotspots (shithole nyc, northeast, etc.). You can blame the damn governors also.

The bottom line to this pissing match is if Georgia comes through this with little or no uptick in deaths the Gov will look like a hero and appreciably move up the ladder of national political importance....so will the Fla. Gov.

If you want cases that actually happened yesterday, you probably will have a lag in data and see what that chart is showing (incomplete data) because there is a lag in reporting. As you mentioned, the cases being reported daily aren't from that day.
If you don't want incomplete data, you use cases reported which, as you said, isn't necessarily reflective of when the cases actually occurred. But, given that cases are reported daily, it allows for an "apples to apples" daily to identify trends. This is what most charts show and they almost all use a moving average to help give a more reasonable average so that weekends don't skew as much.
The bottom line is Georgia hasn't significantly dropped in cases. Also, Georgia hasn't gone up in cases. Being fair, it's too early to use the data to conclude anything relative to its reopening.

Makes sense. Isn't it amazing how often during this pandemic we get to a point where we have to just say "we don't really know" or "it's too early"?
