I know what the actual order states. That order was allowed based on DeSantis delegating that power.
The interim city manager had full discretion and authority due to DeSantis's order.
No way around it. It's why they could not continue when DeSantis finally got around to ending his order.

Trump leads DeSantis in the Tampa Bay area, by 69% to 22%, in Southwest Florida, by 80% to 7% and Palm Beach County, 65% to 33%. In Northwest Florida, however, the two are tied at 43%.

just scrolled through my phone, my wife and I were eating dinner and drinking bushwhackers at an outdoor restaurant on Pensacola Beach on 5/30/20
before that, I went through the I-10 checkpoint at the AL/FL stateline
I was asked if I was coming from NY or LA, to which I replied 'no, but out of curiosity, what would happen to me if i was?'
I was told 'we would request that you self-quarantine for 14 days once you reached your FL destination'
of course this terrifying draconian lockdown had no weight of enforcement behind it
but yeah, RDS was a real COVID nazi
before that, I went through the I-10 checkpoint at the AL/FL stateline

No, I posted a relevant part of the order that Miami worked under.
You are not going to get around his order. It is why he is down by massive percentages in his own state. Those areas know what happened. Just like I know what happened in my area. Just like RoadGator knows what happened in his area.

DeSantis started out like many politicians when covid first started its spread, but he quickly did his homework in great depth and didn't fall for the Fauci BS.
Unlike Cuomo, he did all the state could do to protect the states 21% population of high risk elderly. The information was there for anyone who studied it outside of our mediots blather and blue state authoritarian fools beliefs.
Florida is 25th in per capita death rate despite having 21% of the state's population being high risk people over 65.
