My understanding of what this says is that it’s just the tip.
These people only asked to unmask Flynn. We’re probably going to see some very interesting people who asked to unmask Flynn and numerous others.

You can if it's critical to national intelligence/safety. This wasn't anywhere close to that though. And even if they want to claim that there's no reason for 30+ people to view it. It's a 2-3 intelligence officials deal. That many people viewing it just points to an extreme political agenda. This is going to reach Watergate level I feel

Another confusing part in the summary paragraph is it mentioned 16 authorized requestors made the request for the principals listed, which includes 30+ people.
Are the 16 also part of the list of names? Or is that another, unnamed group who may have seen the unmasked report?

If you have illegal/off-books surveillance on an american citizen and then use the unmasking as an attempt to get the name "legitimately."
