What is shocking to me is the amount of people that have the ability to request an unmasking.

In a nutshell. FISA warrant surveillance capture innocent Americans all the time when they speak to foreign nationals. Their names are masked when the intelligence is distributed throughout the gov't. Someone inappropriately unmasked General Flynn name which kicked off all this stuff up to attempted impeachment. This is the declassified of all those individuals that requested Flynn's name be unmasked. So most likely one of the leaked his name to the press. That is a federal crime.

Furthermore, the fact that Flynn was listened to (and subsequently unmasked) at the request of high-ranking Obama Administration officials, prior to Trump taking office, lends support to Trump's claims that his team was being spied on by the Obama Administration for political purposes.

So my question below that hasn't been asnwered... If they can't be unmasked legally, then how is it even possible?

If you actually hear them talking about a crime or something illegal. Similar to a wiretap where you have minimization, you cannot just listen to all conversation.

they can be but only by certain people with that authority. but if the name is leaked (which Flynns was) it becomes a felony. so basically this list narrows down who did the leaking and if the unmasking was even warranted.

Because if you are privy to that sort of information, you have a need to know, ostensibly. Then, whoever leaked it to the press or whoever is the one that committed the felony. If they all knew about it, then they could be accomplices from what I understand.
You bet your arse the VPUSA had the authority and a "need to know" based on rank alone. No way his request wasn't grated. If the chief of staff got the info, you can bet your next paycheck Obama knew too.
So then they all knew it was a farce and went along with it anyway.
