Only a very few entities exist that can DDOS a site as large as Twitter.
I'd say Israel probably also has the capacity to do this, however, in this list of 4, there's only one suspect that would have any actual motive at silencing Trump.

The longer it takes to fix it, the larger the entity that caused it. Most organizations or hacker groups only have so many computers or servers to put to the task. Is usually pretty easy to isolate the traffic and block it at your firewall or just block those IPS.
