Know Your Meme: NPC
It's a way to describe people who can't think for themselves and just repeat the language they've been programmed to say.
So you have versions of it like this:
Where it shows the NPCs changing the talking points via instructions from third parties. The chip represents the new talking points they consume to repeat without comprehension or understanding.
You have the "legion" variation
Then you have this version:
Top left: The NPC says the talking point
Top right: Someone responds outside of the programmed parameters
Bottom left: Nothing is added to show the NPC pausing to think
Bottom right: NPC gets angry because they can only repeat the thing and the response by the third party is outside of their programming.
Similarly, you have these that play off of it:
The last one should be a familiar syntax that you see on this board all the time.

It is still mildly significant, though - nothing major.
Nothing requires the Circuit Court to vacate the ruling of the district court. While unusual not to do so - this is the DC Circuit.

It's an unopposed motion to dismiss as well.
While Flynn had some minor issues with that, which were dealt with pretty swiftly, I imagine there aren't any other cases where the court didn't order dismissal with an unopposed motion to dismiss by the DOJ.
The issue with the dishonesty/framing isn't the significance of the dismissal for the individual parties as much as the spin being extrapolated from the dismissal, especially as it relates to anything outside of this specific case (see, for instance, the references to the J6 committee which are devoid of logic, a factual nexus, or basic rationality).
