They likely collectively shat their pants once Trump won knowing full well it was too late to actually start acting like a lame duck and they had no way of knowing if the incoming Trump administration was just going to leave their spying alone once they discovered it so they had to invent the great and elaborate Russian hoax to cover up their spying and bog them down in bullshite to to claim that Trump is trying to deflect from the Russian narrative.

i don't know which theory is more interesting
1. the Russian spying allegations are a manufactured hoax to delegitimize Trump
2. Trump's team (via Flynn) found out they were being spied on (out of Russian connections) and they had no real way to get the information out

Both work pretty well together and are interchangeable.
Btw, Obama himself said before the election that Russians interfering in election was nothing new as they've been interfering in american elections for generations and there was little to be concerned about.

Funny thing is that Hillary 2016 basically ran the same campaign as Romney 2012 and indeed lost like him too.

the ABSOLUTE WEIRDEST part of this puzzle is the quotes from Obama to Russia around 2012 about having "more flexibility", which came right around him going to bat for Russia to mock Romney.
