In one case, the individual himself directly lied about whos voice it was to fbi investigators conducting an investigation.
Nothing cited in Mueller’s report comes even remotely close to rising up to that level.

Hypothetical, if Mueller tells Weissman to not pursue an indictment is that obstruction? Or is it just prosecutorial discretion?
Now Trump, having committed no crime of collusion, and being Comey’s boss, is at worst executing prosecutorial discretion, not obstruction.
