So 5k people in a city with poverty easily in the high 6 figures. Would be interesting if any of the mayoral candidates will call this out to see if anyone in politics have friends/family getting this payoff...I mean...benefit.

I like how none of these UBI pilot programs are never universal. They are always targeted at the poor. How can you see the true impacts of UBI if the grant is only going to people who are going to immediately spend it.

Precisely.
The idea is to create the perception that these programs are successful, then try to expand them. They'll use deceptive terminology to make it all easier to accept.
