Saw it on the local Chicago news today, the broadcast is here, and they did quote Walmart on theft and safety concerns:

Walgreens isn't a charity, but they're not heartless either. It's a business, period.
If it's not profitable for them to have stores in these neighborhoods, they will pack up and leave.
