Because most of them likely already planned to sell off at the end of the year before a new administration was coming in. C-Suiters can’t just make an impulsive decision to sell off.

Happens every December but there is just some general uncertainty out there at the moment. Trump came in to shake the status quo up and he isn't going at it half arse this time. Freaks some of these guys out.
DOGE, tariffs, some international situations and some other big changes have some of these guys shook a bit. Probably want to sit out some volatility and jump back in on when things settle down.

Yes and is done for a number of reasons, taxes, end of the 4th quarter, and with a new administration the first few months could be rocky as things undoubtable change in the investment landscape.
For example, a new administration could put more or less regulations or a specific commodity process or requirement. let's say they outlaw high fructose corn syrup - can sugar process will increase, corn will decrease until a new market /buyer can be developed. This will effect major food manufacturer and they are huge global companies. That alone will create a great deal of movement in one day.
Smart investors will want cash on hand to time a purchase, especially since the market is high now. Nabisco or Nestle's stock drops 1-2% in one day, it is time to buy.
This year is no different.

Probably a mixture of selling some shares that just vested to pay taxes on the other vested shares and just taking some profits while the market is at an all-time high.

Yea publicly traded companies high level employees have trading windows and have to have them internally approved
