2a. If I had to guess at why the Biden admin didn't release anything it's because they were too worried about their allies getting caught up in the fallout (Clinton, Gates, etc) along with thinking there just wasn't enough there to be worth the danger of the first point. Along with that, they probably felt the multi-pronged attack of lawsuits from Georgia and New York as well as the "omgclassifieddocksintheshower!1" issue which led to the raid on Mar-a-lago were more than enough to keep Trump from even running in 2024 (and then if he ran, they could manufacture more votes in the middle of the night to beat him).

She's on appeal and there was no Congressional mandate to override DOJ rules and policies
The Trump admin didn't release them until that mandate came down, for the same reasons
