You would think that someone, whom they fear will be some authoritarian despot, would try to consolidate power when given the chance rather than delegating decisions to the states...like whenever, I don't know, a national/international emergency (two if you count the protests) is going on.
Would seem like societal unrest would be a sure chance to extend your powers...
