Can someone tell me the legitimate list of what SHOULD have been done re: CV19?

I mean back in March. At the federal level.
It seems most of the proposed policies involve spending more money (either by directing it to the states, hospitals, or individuals directly). Are there any real policies OTHER than this, that Trump hasn't done?
Yea, the CDC fricked up initially but does anyone, at this point, think this initial frickup is still hurting us with all the testing we're doing? Or, to an exponentially smaller level, Trump's tweets? Or is the mythology that if we somehow got Testing rolling in March, that we could be New Zealand right now?

People imply there should have been a national shut down. Literally nobody was calling for that. Maybe one person.

Trump should have looked into the future and saw that Democrats would murder their own people by sending infected people to assisted living facilities and ordered that not to happen.

Shelter the elderly living in congregate living.
Set up alternate care facilities for patients discharging from hospital to congregate living.
Don’t lump all Covid deaths together.
Don’t incentivize Covid care in hospitals.
Don’t advocate for nationwide shutdowns. Regional shutdowns should have been after the outbreaks started in the region. Not before.

Remember- Trump was the 1st to shut down travel from China....he was called a racist by the very same people screaming "it's his fault, he should've done more".
Further, we are tracking along with pretty much everyone else. Perhaps with no vaccine or cure there isn't a single thing one person can do prevent COVID from spreading?? Of course that doesn't help them blame Big Orange....

There should have been restrictions on high risk populations, like the elderly, nursing home residents and employees. Everyone else should have been allowed to make their own choices. Blanket shut downs, even though they were instituted locally, just politicized everything.

I mean, the Chinese were lying, we didn’t know what the virus was doing or not doing. China bought up a lot of PPE in Jan and Feb from the US and shipped it to China, new shipments of PPE were not shipping to the US, China would not let the US in to help with the virus in China, the CDC could not produce an accurate test, so we could not test accurately, the 80% of the stockpiles of PPE were used up during the Obama administration and not replenished.
This is what was done, cut off flights from China, we didn’t know of the outbreak in Italy till it was too late. The Italy a strain is what entered NY and NJ. Without proper testing I don’t know what could have been done.

Seriously... they should have said "y'all, there's a new virus out there. It seems to predominately affect such and such and age group and people with such and such conditions. Those people need to be extremely cautious, probably best if they just stay home. Everyone else, wash your hands, don't get too close to other people, and if you feel like it, wear a mask. Most of all, y'all be careful."
