Can someone fill me in on the Supreme Court nominee situation?

It's been a couple of weeks since I've checked in on politics, so excuse my ignorance in advance.
I've seen many of the sub-topics that came from her confirmation hearing.
What I have not seen/heard from the POS media and talking heads is why we are having a confirmation hearing.
Is a justice stepping down or is President Potato's ilk beginning their court-packing venture?
